Said of things that are, or appear to be, bogus - but with no apparent reason. Internet Explorer's tendency to pop up windows that steal your focus is gratuitously bogus. Sun's choice of a case that fits together basically upside-down relative to a typical PC case, on the Sun Ultra 10 is another gratuitous bogosity. So is NeXT's omission of the shutdown, halt and uname commands on NeXTSTEP.
These sorts of things are to the eternal annoyance of hackers, and for that matter real users, everywhere. Doing this more than very occasionally is a good way to wind up labeled evil and rude.
