A process of enabling community groups, organisations and indivduals to publish their own individual and independent web site. There is typically some kind of flaw in the process or inconvenience to participants.

An example of this process, using unix ftp accounts, each group/organisation or individual has access to their directory on a web server. This directory enables them to publish their web pages and files. Each then becomes a user on the system, and may be granted access to some of the facilities or services of the system, for example web stats. Each user has a URL similar to www.company.com/~user/
