Popynica was a subsidiary of the Bandai toy company in the 1970's and early 1980's. They were famous for making very detailed high-end diecast toys; their most famous line being the Yamato/Star Blazers line. The company went belly-up in the mid-80's, and Bandai chose not to continue Popynica's line. Now the diecast toys sell for ridiculously high prices, but are worth the price to collectors. "Popy" is a common abbreviation for Popynica.
