Cess also means a tax, or levy. So far as I can tell, the word is rarely used outside the rubber industry, but in the rubber-producing countries of Malaysia, Thailand, Indonesia and India, the term cess is commonly used to mean a tax collected by the government on each kilo of rubber exported, and designed to provide funds for research and other activities to support rubber producers.
