This is the Hebrew blessing over bread, usually said before breaking into a fresh delicious challah in any kind of traditional Jewish ceremony. It can usually be heard following the blessing for wine:
Baruch atah adonai, elohaynu melech haolam,
Boray p'ri haga-afen!
These blessings are probably recited before every meal by Orthodox Jews. I'm not sure because I am not one. For less hard-core Jews, these cultural formalities are reserved for certain days and events that are given a more religious emphasis than those of everyday life. The occasions that might constitute the reciting of a these blessings can range from a weekly Shabbat dinner to an annual religious holiday to something huge like your child's Bar Mitzvah. It all depends on how religious and/or traditional you/your family is about Judaism.
