Essentially the same as excessive "umm"ing in that it tends to involve untranscribable sounds placed in between words in order to give the speaker time to think. Hemming and hawing, however, also incorporates the delightful habit of running about like a chicken with its head cut off in conversation: the point is clear, the point is salient, but the point is obscured for excessive periods of time when dealing with people such as this.
