Reverse echo is an audio effect created in three steps. First, the song is normally recorded. Then that recording is reversed, and the echo is added. Finally, the recording is reversed a second time, playing forwards. Reverse echo sounds something like a crescendo broken into little parts. My favorite example of this effect is in the song Silverfuck by The Smashing Pumpkins.
