A war in which none of the forces involved are large enough to overcome the others and the most important aspect becomes resources. A good example of this is World War I. After the Germans initial attack against France failed, trench warfare ensued. The actual fighting usually made no difference in land. The most important factor became resources. Eventually the German war machine was worn down and they lost a war of attrition.
