Byron Sage was the head of the Federal Bureau of Investigation's Negotiation Team at the Branch Davidian incident in Waco, TX.

He's referring to the four ATF members that were killed when they tried to search the Branch Davidian compound for weapons, which is what led to the whole standoff.
