A fantastic plugin for the Windows version of ICQ that makes ICQ completely skinnable. It is the work of Vadim Eremeev and can be downloaded from <http://www.icqplus.org/>.
Although complex skins can slow ICQ down a bit on older systems, it makes it very easy for novices like me to create their own skins in moments. If you have ICQ then you must download this program.
