206. Following a rule is analogous to: obeying an order. One is trained to react and one reacts in a particular way. But what if now one reacts to the order and training so and another in another way? Who is right?

Imagine that you came as a researcher to an unkown country with a very strange language. Under which circumstances would you say that the people there give orders, understand orders, follow them, rebel against them, and so on?

The common actions of humans are a reference-system (Bezugssystem) through which we interpret a strange language.
