I suppose this type of poem calls for a "guide" of sorts. Take the shell of the poem (12') and use the first word, operational word, and ending word in each of the surrounding clusters (1-11) to "create" the tercets of the poem. For example, the poem begins by filling in the 1 cluster into 12' to create the tercet "the mania is undisturbed//but//the books will be ascended" and so on. 13 and 14 are designed to be conclusive, and are meant to be read as is.
