Stomp pads are little rubber pads with bumps of various shape or size on them which you stick on the inner side of the rear binding of your snowboard. They come in various shapes and sizes, but usually only cost from 5 to 10 dollars. They are basically there so that when you have only one foot strapped in, as when you get off a lift, you have somewhere to put your other foot. Without a stomp pad, your foot tends to slip off and you are more likely to embarassingly fall in the snow upon disembarking from the lifts. They are not necessary; mine fell off and I can usually still get off the lifts without falling.
