From Lewis Carroll's Jabberwocky

The Jabberwock, with eyes of flame,Came whiffling through the tulgey wood,

Perhaps another portmanteau formed from tough and bulging. Anyway, everyone seems in agreement that it gives a feeling of an uninviting and frightening forest. Certainly the context of the line and the illustrations by Sir John Tenniel (see link below) leave us in little doubt.
