This is the literal english translation of madogiwa-zoku, a term for Japanese salarymen that are no longer useful to the companies that employ them. They spend their time working next to the window doing nothing of any importance. Japanese companies are rapidly beginning to abandon the lifetime employment model they once held so sacred and are canning these excess workers, also called kyuuryou dorobou or "salary thieves."
