An LIR is a Local Internet Registry, these are the organisations that come under the Regional Registries, (APNIC, ARIN, and RIPE).
Most medium to large ISP's are LIR's, and so are most companys.
An LIR can get things like AS numbers, and ip address allocations, they can then assign the ip's to their customers.
