A horse race, the results of which have been determined in advance, unbeknownst to the general public. This may involve collusion of jockeys, medication of horses, and/or other forms of manipulation. It is, of course, illegal.
By extension, any other contest, such as an election or the screening of candidates for an open position, in which a desired outcome has been chosen in advance, and for which circumstances are manipulated in order to make that outcome occur.
