I wouldn't call it medium quality. It's 2nd in price from the top (Dura-Ace), and there's little difference, except for some weight and price.
Most riders would agree that Shimano Ultegra components have the best price/performance ratio. Because of this, many bikes that come with components have Ultegra parts.
