In one memorable scene, Sam Lowry is advised to confess quickly by a financial advisor, to save himself some expense.
In his commentary on the criterion edition DVD, Terry Gilliam mentions that far from being fictional fancy, it is fairly common practice in many oppressive regimes to charge money to the family or estate of torture victims, to ease the "burden" they place on the state.
