Fairly expensive devices here. KPN Telecom has a monopoly on telephone-traffic. Local phone calls (from a regular home-telephone) cost at least fl0,02 (~ $0.01 USD)/min. This is only in the weekends. During the day it's fl0,06/min, or thereabout, if I recall correctly.
It's almost impossible to walk around and not see one nowadays. Nearly everyone is using one of those little, portable, GSM thingies to tell their SOs they'll be home in five minutes, or to ask what's for dinner. These are even more expensive; at least fl0,25/min.
