It manages parks, garbage collection, drinking water, sewer systems, roads, and (to a limited extent) public transit in its member municipalities.

Usually a nice place to live, except when the smog rolls out into the Fraser Valley. It rains a lot, but most residents seem to have a healthy respect for the colour grey. Also, it's easy to live with rain when the rest of Canada is dealing with snow.

Approximately 2.5 million people live in the GVRD, which accounts for about half of the population of British Columbia. This population is most concentrated in Vancouver proper and in Surrey, with Burnaby and Coquitlam also being relatively populous.
