A politician who is conservative only in financial matters, but neutral or liberal when it comes to social and moral issues. Examples include former Massachusetts governor William Weld and New Jersey governor Christie Todd Whitman. Weld, for example, was in favor of ideas such as deregulation, and tax cuts, but was also pro-choice and in favor of gay rights.

Contrast with a social conservative, such as Jesse Helms, who has a strong moral agenda which includes things like outlawing abortion.
