phony club : noun. In high school and undergraduate college, a club (student organization) that is created because the creators/officers think (possibly correctly) that it will improve their résumés and increase their chances of getting into college/graduate school.

"Vice Secretary of the Regents' and Chancellors' Scholars Association" sounds pretty important, does it? Actually the RCSA club just walks down campus to an unsubsidized dinner once a month. I don't know if there is a Vice Secretary position, but probably something like that.
