A rather artful phrase designed to express a 'no comment' to a question, but implying that the speaker holds the question in contempt, and thinks any fair-minded individual would also feel the same way.

It tends to close off an interview, or distracts the conversation away from a subject that the speaker finds uncomfortable or pointless to discuss about. Using the word 'that', which connotates distance from the speaker (rather than 'this') further isolates the topic, and instead the questioner is put on the back-foot for asking the question in the first place.

The expression can also be modified to suit suggestions, arguments, nodes, pick up lines, dissertations, judicial summations or anything else you want to ridicule without expending too much effort.
