Nobody as yet has been
prosecuted under section 28. However it has been used to refuse
loans, community events, book publishings and (as we have seen so often) to
threaten teachers from teaching about
homosexuality.
Somewhere in the definition, "promoting" homosexuality has been defined as teaching its acceptance.
