The political ideology that states that people have the right to subscribe to whatever form of government they choose. The people are allowed to prescribe to their government without having to move. The ideology has its roots in Laissez Faire Economics. A Bureau of Political Membership will regulate the membership to systems that people choose.
Many Anarchists reject it as it allows for Capitalism between consenting parties, and Anarchists (mostly following Anarcho-Communism) HATE Capitalism. Plus it has a bureau, which is a part of the government, and they're anarchists so they would hate that.
Panarchism is based on the right of people to choose to be free, not free, or on some scale on between the two concepts. If you can't restrict your freedom, you are not free at all.
