ARB is sometimes used as an abbreviation for an Architecture Review Board. Generally, in any seriously large project, certain standards have to be set for all to adhere to. It can be for anything from realarchitecture, to virtual architecture (for example, LambdaMOO had an ARB) to software. Probably the most well-known ARB in computing circles is the OpenGL ARB; responsible for overseeing the OpenGL API.
