Translates as immigrant. It is used to descibe someone who has made aliyah, someone who has moved to Israel from the diaspora. In Israel olim are sometimes looked down apon by people who have lived in Israel for several generations. Olim are given alot of concessions by the Israeli goverment, such as tax cuts and help with housing, for a period of time as a way of encouraging people to make aliyah.
