It's a celebration to mark the success of some important negotiation or treaty or averting a war. It's in a great feast hall (like the Great Hall in the Harry Potter books). At the head table, a group of three wise men represent one side, and two or three other powerful leaders are involved. Each group has bodyguards and other functionaries.

At the head table, a tuxedo-clad servitor, old and gray-haired, with white gloves, brings the food. A bit like Alfred Pennyworth, Batman's butler. The leaders laugh together over the lavish meal. Now the server brings a wooden box. Alfred's gloves are blood red now instead of white, and he's laughing at them, but they don't know it.
