The highest Operating Thetan (OT) level is OT XV, however, all levels past OT IX will only be released once every Org on the planet is the size of old Saint Hill in the 60s (i.e. when hell freezes over). It is speculated that OTs IX to XV are merely the older versions of OTs I to VIII.
