Digital divide (idea)

Before the term was perverted by the american government, the digital divide was about more than the working and homeless classes in USA; it was about:

• Countries which have authoritarian rule and thus almost complete censorship of incoming mail, outgoing mail and internet browsing.
• Countries (mainly those which haven't deregulated their telecommunications industry yet) in which any kind of internet connection is prohibitively expensive. All of the tertiary institutions in South Africa, for example, share a single T1 to the rest of the world.
• Countries, cultures and individuals who speak languages which are essentially absent from the digital world (i.e. most non-european languages).
• Countries which lack robust telecommunications infrastructure.
• Individuals with disabilities who are unable to access the internet through normal means and find that much content is inaccessible.
