The term is popular among spam fighters, who use it to label spammers who lie in various ways to make you think you're dealing with a large, prosperous company.
This term also appeared in at least one Australian news story about an al-Qaida mercenary, so clarification from native speakers would be welcome: is 'chickenboner' in mainstream usage there?
