In terms of Newfoundland culture, the word "outport" refers to the small fishing communities on the shores of Newfoundland. There are small harbors, wharfs, and ports all along the coasts of rural Newfoundland. These outport communities are very small, mostly communities of no more than four hundred people. Newfoundlanders are very proud of the outport Newfoundland culture.

In fact, there is an award-winning novel which more than adequately describes the sort of lifestyle. It's called Random Passage, written by Bernice Morgan.
