The phrase coined by the 1950s era counter-intelligence chief John Foster Dulles to describe the intelligence game. In particular, the phrase refers to the difficulty of seperating disinformation from truth.

This wilderness of mirrors is the product of the Double-Cross system, developed by British intelligence services during WWII. This system is based on using so-called strange loops to confuse and disorient enemy intelligence.
