It is traditional to refer to the top members of the military as the "top brass" (because of all their shiny metal medals won in past campaigns). It follows, naturally, that a weapon bearing this name would be on which had the effect of destroying only the brass -- the leadership of the armed forces -- while leaving the regular troops intact, but leaderless.

And how best to accomplish this? One way by which this could be accomplished would be to artificially induce a sudden and sharp increase in emotional intelligence and intellectual sensitivity amongst those leaders -- so that they suddenly found themselves contemplating philosophy and the arts, and so simply no longer interested in overseeing bombing and killing.
