In Germany something like the prime minister in other states is. Or the president in the USA. Since 1998, this is Gerhard Schröder, a Social Democrat. (The 1913 webster is a bit inadequate in it's terminology: "In the present German empire, the chancellor is the president of the federal council and the head of the imperial administration.").
The chancellor ("Kanzler") is elected by the federal parliament (Bundestag) and needs a 50% of the seats plus 1 vote majority there.
