If there isn't already a story behind an old nursery rhyme, one will have to be made up about them. Therefore I cannot say for certain who and what was the origin for this one. One explanation says Richard Duke of York was the model for Hector Protector. He was Protector of Ireland, and therefore could be said to be dressed in green. He returned to England in an attempt to take over power when Henry VI went mad. His queen, however, would have nothing of it. It appears that neither did Henry, for when he recovered, the duke was sent away again.

Hector Protector was all dressed in green
In as pretty a petti and gown as you've seen.
The king did not like him but desired the dress.
The queen wanted Hector - a heck of a mess.
The chancellor consulted his opinion to give.
He had better be careful if he wanted to live.
"You can make a great lady," to the king was his plan.
"And Madam, I tell you, you'll make a great man."
